Objectives of in-depth monitoring :

  1. Review whether the project is being completed correctly and within the stipulated time frame as per the project RDPP;
  2. Analyzing the output-to-input ratio as per project objectives;
  3. SWOT Analysis of the project considering the objectives, goals, planning, management, risks, duration, etc. of the project;
  4. Submission of  the reports on proper compliance of PPA-2006 and PPR-2008 in the procurement process;
  5. Collection of quantitative and qualitative data on the project site through the survey;
  6. Taking feedback on project progress/optimism at a focus group and telecom service consumer level;
  7. Achievement potential of the project in focused area digitalization;
  8.  Acceptance of recommendations for future similar projects by the implementing agency.

Scope of In-depth evaluation (as per Terms of Reference) :

    1. review of project background, objectives, plans, approvals, financing, procurement, revisions, etc. information;
    2. Collection, synthesis, analysis, presentation, and review through tables/charts of financial year-wise project action plan, allocation of funds, concessions, and expenditure, component-wise implementation (actual and financial) progress;
    3. Determining the achievement of the project in the light of the log frame and reviewing, monitoring, and giving feedback on the matters to be addressed in the proper implementation of the project objectives;
    4. Comparative review and monitoring of whether PPA-2006, PPR-2008, Development Partner Guidelines, etc., and the procurement plan mentioned in the project document have been/are being followed in the procurement of project equipment, goods, and services;
    5. Analysis, review, and monitoring of project risk-related issues such as delays in financing or  purchase/procurement of goods, management inefficiencies, project duration, or cost overruns;
    6. Formulating questionnaires on project progress/optimism and obtaining adequate feedback at focus group and service recipient levels;
    7. Data-based analysis of signing of the contract, terms of the contract, approval of purchase proposal, the concession of money, consent to payment of bills, recommendation of various missions, etc.
    8. SWOT Analysis considering project objectives, goals, opportunities, management, risks, duration, costs, achievements, etc.;
    9. Provide feedback on sustaining benefits created after project completion;
    10. Review and monitoring of ancillary matters including manpower required for maintenance and operation of equipment, network, and services installed/constructed under the project (Sustainability Plan);
    11. Organizing meetings with Project Management Committee and Project Steering Committee. Reviewing and monitoring the decisions taken by preparing the report of the meeting: inclusion of progress information in the report;
    12. Based on the review and observation of the project documents and the information obtained from the field level, the draft report was prepared with the necessary recommendations:Presented at the national workshop. Formulation of final report incorporating feedback received from national workshops;
    13. Other matters as determined by the Authority.

Detailed Narrative Description of Project:

The empirical method of this study encompasses the approach of garnering data from different stakeholders using both quantitative and qualitative tools. The quantitative approach indicates the community survey where the qualitative aspect includes the following techniques; KII (Key Informant Interview), FGD (Focus Group Discussion), IDI (In-Depth Interview). The study explores the viability of establishing the Abdul Hamid Shilpakala Academy and Regional Cultural Center at Mithamain, Kishoreganj.

Detailed Description of Actual Services Provided :

Our assignment was to prepare a Feasibility Study which is a ‘Business case,’ the main objective of which was to prepare a report with recommendations for the above-mentioned investment project. There were three milestones of our study: Inception Report by 10 May 2021, Draft Report by 31 May 2021, and Final report by 16 June 2021.
The project scope was analyzed to identify physical limits. Then Feasibility study including engineering estimates for the preparation of the draft Development Project Proposal (DPP) was done. Data were gathered through brainstorming, interviews, FGDs, questionnaire & engineering surveys, and some national documents were also reviewed (8th Five Year Plan, Perspective Plan (2021-41), Bangladesh Constitution). Data were analyzed and the final report was prepared.
